Serving Breakfast at a Guesthouse in Latvia: PVD Registration and Hygiene

Preparing and serving food to guests is food handling. In Latvia, food businesses register with the Food and Veterinary Service (PVD) before they start.

Registration with PVD

  1. Submit an application for food business registration (PVD form)
  2. Attach proof of your right to use the premises (if it is not in the Land Register) and a plan of the premises
  3. Send it signed with a secure e-signature to pasts@pvd.gov.lv, through the e-address, by post, or in person
  4. PVD normally registers you within five working days. Businesses that prepare food may need a pre-registration inspection, and the process can take up to a month

Simpler options

Some hosts serve only pre-packed items. Check with PVD what counts as food handling in your case before deciding.
